Hong Kong Democracy Council (HKDC) is the first and only DC-based, nonpartisan, nonprofit organization dedicated to defending Hong Kong’s autonomy and freedoms.

In this darkest moment in Hong Kong’s history with the menacing imposition of the National Security Law, when pro-democracy activists in Hong Kong can no longer travel abroad to raise international support or speak out safely without risking arrest or imprisonment, even extradition, HKDC’s role is more crucial than ever.

We need your help to continue acting as the diplomatic outpost for Hong Kong's pro-democracy movement in the US.

Since our launch just nine months ago (September 2019), HKDC has led the successful efforts to:

1. Pass the Hong Kong Human Rights and Democracy Act and Protect Hong Kong Act
2. Hold China accountable for eroding “one country, two systems” and violating Hong Kong’s “high degree of autonomy,” leading to the Department of State’s decertification of Hong Kong’s autonomous status
3. Impose visa bans on Chinese officials undermining Hong Kong’s autonomy and human rights
4. Introduce 14 Hong Kong legislations in Congress including immigration and refugee protections for Hongkongers
5. Keep Hong Kong as one of the highest bipartisan priorities on Capitol Hill through hundreds of hearings, briefings, meetings, and media posts
6. Host the first-ever HKDC US-Hong Kong Policy Conference and Lobby Day in March 2020

Secure greater and immediate US support and protection of Hongkongers (40%)

• Pass the “Hong Kong Safe Harbor Act”, “Hong Kong People’s Freedom and Choice Act”, “Hong Kong Autonomy Act” and propose additional legislations
• Impose additional sanctions on CCP and Hong Kong officials and entities undermining Hong Kong’s autonomy
• Build the HKDC Policy Conference and Lobby Day into the annual premier convening for US-Hong Kong policies and triple the attendance from 75 to 225

Grow our political influence in the US (30%

• Broaden our presence and role as the most authoritative source for information on Hong Kong
• Launch “Get Out the Vote” campaign to elevate Hong Kong as an issue in the November 2020 elections
• Cultivate “champions” for Hong Kong among Members of Congress
• Train grassroots US-Hongkongers in 10 additional US states/cities
• Greater cooperation with organizations in the shared mission to counter China’s global aggression and human rights suppression

Expanding HKDC’s capacity (30%)

• Double our staff from 1.5 to 3
• Secure a permanent office
• Launch DC fellowship program focused on US-Hong Kong issues and policies

隨著國安法來勢洶洶，香港籠罩在不見天日的黑暗之下，爭取民主人士將無法離境爭取國際聲援，其在國際社會發表的言論， 恐怕會帶來人身監禁、囹圄之災， 甚至被引渡至大陸境內。HKDC在華府的操作，今後更舉足輕重。

自去年九月成立以來，HKDC全力促成下列議程：

1.協助通過《香港人權與民主法》與《保護香港法》。

2.堅持中國必須對侵蝕一國兩制及違反香港的高度自治負起責任, 促成國務院確認香港不再享有高度自治。

3.對迫害香港自治與人權的相關中國官員實施簽證禁令。


4.引薦14項香港相關法案，包含香港移民及難民保護法。

5.透過上百場聽證會、簡報、會議、媒體文宣，使香港成為美國國會最受兩黨關注的議題之一 。

6. 籌辦今年三月首場HKDC美港政策會議及遊說日。

全數捐款將分配於：

爭取美國儘快向香港人提供更強支援和保障 (40%)

-通過《香港安全港口法 》，《香港人自由與選擇法》，《香港高度自治法 》，與及建議及推動其他美國對香港的政策與法案

-加強對侵害香港自治的中國與香港官員和機構實施制裁。

-每年一次舉辦HKDC美港政策會議及遊說日，提升三倍參加人數從75到225人。

提升在美政治影響力（30%)

- 加強就香港事務發言，成為香港事務的權威。

-推動美國選民對香港的認知，就今年十一月大選進行「催票」活動。

-遊說更多國會議員為香港發聲。

-培訓額外10州或城市的在美香港人的草根組織。

-與有志抗衡中共威脅和人權迫害的組織進行合作。

拓展HKDC (30%)

-全職職員從1.5名增加至3名。

-租賃辦公空間。

-啟動華府獎學金計畫，資助美港相關議題和政策研究。

全數捐款將用來資助HKDC，由執行總監朱牧民籌劃。

所有捐款以美元結算。所有捐款者可以用匿名方式捐贈，HKDC並不會保存任何捐贈者在GoGetFunding 的個人資料。
